How to organize a tool chest, in the order that works
Frequency decides the height. Weight decides the depth. And the layout you arrive at by annoyance is better than the one you design on paper.

Two rules do most of the work. Frequency decides the height: the tools you touch every session go in the drawer at hand height, not the drawer with space in it. Weight decides the depth: heaviest in the lowest drawers, because a loaded box with weight up high wants to tip when it rolls.
Rule one: frequency decides height
Stand at the box. The drawer your hand naturally falls on is where the things you use constantly go - a small ratchet, screwdrivers, an adjustable wrench, pliers, a tape, a marker. Not the biggest set, not the most valuable, not the newest. The ones you reach for without thinking.
Everything else radiates outward from there by how often you need it. This sounds obvious and almost nobody does it, because the natural instinct is to organize by category - all the wrenches together, all the sockets together - which optimizes for a tidy photograph rather than for use.
Rule two: weight decides depth
Heaviest things in the lowest drawers, always. There are two reasons and both matter. The obvious one is stability: a cabinet loaded top-heavy is a cabinet that wants to tip when you roll it across a threshold, and several hundred pounds tipping is not a small event.
The less obvious one is engineering. The deep bottom drawers on better cabinets run dual slides precisely because that is where the weight is meant to go - one published 56-inch set uses double 120 lb glides on its extra-deep bottom drawers. Using the top drawers for heavy sets means loading the lightest-rated slides in the box.

The buying order, and why foam is last
- Liner in every drawer, day one. One roll, ten minutes, the whole box. Stops sliding, kills the rattle, protects the paint. Liners.
- Socket trays, week one. Sockets are the single worst-behaved thing in a drawer and trays fix all three of their problems at once. Socket organizers.
- Live with it for a month. Move the things you keep walking to. This step is free and it produces a better layout than any amount of planning.

Not a prescription. It is the arrangement that falls out of the two rules, and it is a reasonable starting point to then be annoyed by and change.
Three habits that keep it working
- One drawer, one job. A drawer that holds sockets and also whatever did not fit elsewhere is a drawer that becomes the whatever-did-not-fit drawer.
- Put it back at the end, not at the start. The tool left on the bench overnight is the tool that is missing next week.
- Label the drawers you are not sure about. A label is temporary and free; a label you can remove after six months because you no longer need it is a sign the layout is right.
And leave a drawer empty
One empty drawer, deliberately. It is where a job in progress goes - the parts off the thing you are working on, the fasteners in a magnetic tray, the manual. Without it, an in-progress job spreads across the bench and the floor, and the box stops being the place things live.
It is also where the next tool set goes, and there will be a next tool set. Storage expands to fill itself; a deliberate gap is what stops the expansion happening inside drawers that already had a job.
