Rolling workbenches, and the two things wheels cost you
Casters add height you did not choose and take away stiffness you wanted. Both are fixable, neither is free, and most benches do not need to move at all.

Casters typically add two to three inches to a bench's height, which can turn a correct 42-inch top into a wrong 45. And no bench on wheels is as stiff as one bolted to a wall. Buy rolling if the bench genuinely needs to move or you need to work all the way around it; otherwise buy fixed.
The height problem, which nobody mentions
Bench height is calculated from the floor to the working surface, and casters go between those two things. A 34-inch bench on 3-inch casters is a 37-inch bench, which is a different bench for the person using it - comfortably above elbow height for most adults, which is right for precision assembly and wrong for almost everything else.
So check the published height and confirm whether it includes the casters. If it does not, add them before comparing against your own number. This single check eliminates more rolling benches than any other consideration.

A rolling bench for a bench that lives against a wall
If it is never going to move, wheels are pure cost: height you did not choose, stiffness you gave up, and four things that can roll when you did not want them to. Buy fixed and bolt it to the wall.
Rolling anything on a garage floor with a slope or joints
Most garage slabs slope toward the door for drainage. A heavy bench on unlocked casters on a slope goes somewhere, slowly, usually while you are not looking at it. Locks are not optional here.
The stiffness problem
A bench resists flex through its frame and through whatever it is attached to. Bolt a bench to a wall and the wall is doing half the work. Put it on four casters and the frame is doing all of it, through four small contact patches that each have a swivel joint in them.
In practice that means a rolling bench moves slightly under a vise, and the amount it moves depends almost entirely on how thick the top is and how well the frame is braced. It is the reason a rolling bench should have a thicker top than a fixed one, not a thinner one - which is the opposite of how the market prices them.
Locks: swivel and wheel are different things
- A wheel lock stops the wheel rotating. The bench can still swivel around the caster stem.
- A swivel lock stops the caster turning. The bench can still roll.
- A total lock does both, and it is what a workbench wants. Two total-lock casters and two fixed casters is the usual arrangement and it works well.
- Toe locks are the ones you can operate with a boot, which matters when both hands have work in them.
