The largest modular range in the category, built around a rolling box that publishes two capacities instead of one. Here is what each number means and where the system's real limits are.

PACKOUT is a cleat-and-latch system built on a rolling box that Milwaukee publishes at 250 lb dynamic (rolling) and 1,000 lb static (standing still), with an IP65 weather seal and 9-inch all-terrain wheels. Buy the rolling box first: it is the base everything else clips to.

How the system physically works

Every PACKOUT component carries integrated locking cleats. A box drops onto the piece below and the latches engage, and the resulting stack behaves as one object - which is the point, because a stack that comes apart on a curb is worse than carrying two boxes separately.

The rolling box is the foundation. It has a 19.75-inch fully collapsible handle, which Milwaukee specifically notes lets the box sit under most full-size truck bed covers without removing the handle, and metal-reinforced corners on an impact-resistant body.

The two capacity numbers, and which one binds

Milwaukee is unusual in publishing both a dynamic and a static capacity, and the gap between them is a factor of four. Static - 1,000 lb - is what the box will hold sitting on a garage floor. Dynamic - 250 lb - is what it will carry while you roll it, because rolling loads the wheels, the axle and the handle rather than just the box structure.

In practice the dynamic figure is the one that binds, because the reason to own a rolling base is that it rolls. Two large boxes of automotive tools will reach 250 lb faster than most people expect: a 200-piece socket set is around 24 lb, a half-inch impact set around 18, and a cordless drill with two batteries around 8.

Compare dynamic figures across brands

Every other manufacturer in this category publishes a single number, which is almost certainly the dynamic one. When you put PACKOUT next to ToughSystem 2.0 or Klein MODbox, compare 250 against 250 - not 1,000 against 250. Milwaukee publishing the extra figure is transparency, not an advantage.

What IP65 actually covers

IP65 is a two-part rating. The 6 is dust: total protection against ingress. The 5 is water: protection against low-pressure jets from any direction. That covers rain in an open truck bed, a hose-down at the end of a job, and a wet driveway - which is exactly the set of things that ruins tools in a non-sealed box.

What it does not cover is immersion. IP65 is not IP67 and a PACKOUT box left in standing water is not rated for it. In practice that distinction rarely matters, but it is the difference between the two numbers and worth knowing.

What to buy first, and in what order

  1. The rolling box. It is the base and it is the only piece that has to come first. Everything else clips to it.
  2. One large tool box on top. This is where the bulk goes and it is the piece that makes the stack useful rather than just mobile.
  3. An organizer or two. Fasteners and small parts, which are the thing a big box handles worst.
  4. Then stop and use it for a month. The range is enormous and it is very easy to buy modules for a workflow you do not actually have.

The honest limitation

PACKOUT is a portability system and it is priced like one. Against a steel rolling cabinet it stores a fraction as much per dollar and holds a fraction of the weight - a single 56-inch cabinet drawer can be rated at 120 lb per pair, eighteen times over. If the tools never leave the garage, the cabinet is the better purchase and it is not close.

The other cost is commitment. Cleat geometry is proprietary, so leaving PACKOUT later means replacing the stack rather than adding to it. That is true of every system here and it is the reason range size matters as much as any published spec. The full comparison.
