The distinguishing feature is that the rolling base has drawers rather than a lift lid, so you can reach the bottom of the stack without unstacking it.
Why drawers at the base change the system
Every lift-lid modular system has the same flaw: to get into the bottom box you take everything off it. In a garage that is mildly annoying. On a job site with a stack of three, it is the reason the bottom box ends up holding whatever you need least.
A drawer base fixes it structurally. The pieces above stay where they are and the drawer comes to you, which means the bottom of the stack can hold the things you actually use rather than the things you have given up reaching. As published by Klein Tools. The 250 lb system figure and the 250 lb rolling base figure are the same number, which is the sensible reading: the base is what carries the stack.
The 50 lb module figure is the constraint worth planning around. It is enough for hand tools, fasteners, meters and terminations. It is not enough for a half-inch impact socket set and a torque wrench in the same box, which together run past 24 lb before you add a ratchet.
The range is shaped by the trade it serves
Klein is an electrical-tools company and MODbox reflects it. The accessory range, the drawer sizes and the organizer layouts are built around the things an electrician carries - which makes it excellent for that work and noticeably less useful for automotive tooling, where the weights are higher and the tools are longer.
That is not a criticism. A system designed around a specific trade is usually better at that trade than a general-purpose one. It just means the honest recommendation is narrower than for PACKOUT.
What Klein does not publish
There is no published IP rating for MODbox, where both PACKOUT and ToughSystem 2.0 publish IP65. That does not mean the boxes are not sealed - it means the sealing has not been rated and published, and an unrated seal is a claim rather than a specification.
If the boxes live in an open truck bed in the rain, that gap matters and the two IP65 systems are the safer choice. If they live in a van, it probably does not. Either way, the absence is worth knowing rather than assuming.
