Top chests: the second purchase, not the first
A top chest is shallow drawers designed to sit on something. Bought first it is a bad box at the wrong height; bought second it is the fix for the thing every deep-drawer cabinet is bad at.

A top chest is the shallow-drawer unit that sits on a rolling cabinet or a bench. It solves the one thing deep-drawer cabinets are genuinely bad at: storing the many small, flat tools you reach for constantly. It is a poor first purchase and an excellent second one.
The problem a top chest solves
Deep drawers are wonderful for impact sockets, power tools and anything with bulk. They are terrible for screwdrivers, pliers, files, allen keys and measuring tools - put those in a six-inch-deep drawer and they end up in a layer at the bottom, and finding one means moving all of them.
A top chest is eight or so drawers of two to four inches, at chest height, which is precisely the geometry those tools want. It is also at the right height to work from without bending, which is why it sits on top rather than underneath.

A top chest as a first tool box
On the floor it is a box at knee height with drawers too shallow for the tools you own most of. Buy the rolling cabinet first and add the chest when the shallow-drawer problem becomes annoying, which it will.
A top chest that does not match a cabinet you can buy
Chests and cabinets from different lines rarely line up on width or depth, and an overhanging chest looks wrong and catches on things. If you do not already own the cabinet, buy the combo set instead - it is usually cheaper than buying both separately.
Volume is the spec that matters here
Because top chests all look alike and drawer counts cluster around eight, the useful comparison is published volume. One 46-inch chest publishes 15,877 cubic inches; a 52-inch one publishes 14,014. The wider box holds less - which is exactly the sort of thing a drawer count or a width would never tell you.
Divide by 1,728 to get cubic feet: 9.2 against 8.1. That is the number to compare, and the dimensions page explains why the industry publishes the awkward unit in the first place.
What to put in it
- Top two drawers: the things you touch every session. Screwdrivers, adjustable wrench, tape, marker, a 1/4 in ratchet.
- Middle drawers: by set rather than by type. A full metric combination set in one drawer beats metric-and-imperial mixed across three.
- Bottom drawers of the chest: the shallow-but-heavy things - allen key sets, small clamps, files.

This is also the unit most worth foaming, because shallow drawers lose the least to foam depth and gain the most from a tool being visibly missing.
