Milwaukee PACKOUT and DeWalt ToughSystem 2.0 both publish 250 lb for their rolling bases and both are IP65 sealed. Ridgid publishes 50 lb per box and 100 lb for its cart, and Klein publishes 50 lb per drawer module on a 250 lb rolling base. If you carry heavy tools, that spread decides the purchase before any other consideration.
Every modular system works the same way: a base, cleats or latches on top, and boxes that clip on. They are all good at the thing they do. What makes this category different from buying a tool chest is that the second purchase is not optional - the value of the system is in having several pieces, and the pieces only fit their own family.

All figures as published by the manufacturers. Milwaukee is the only one of the four to publish separate dynamic and static capacities, which is a distinction worth knowing: 250 lb is what it will carry while rolling, 1,000 lb is what it will hold standing still.
Milwaukee publishes 250 lb dynamic and 1,000 lb static for the PACKOUT rolling box. That is not marketing hedging, it is a real engineering distinction: a stationary stack is loading the box straight down through its own structure, while a rolling stack is loading the wheels, the axle and the handle through every bump in the driveway.
The practical consequence is that a stack you can safely leave loaded in the garage may be over the limit the moment you pull it across a gravel driveway. Everyone else publishes one number, which is almost certainly the dynamic one - so when you compare across brands, compare the dynamic figures.
Modular is not a tool chest in a different shape
